  There is a good description of the mathematics of NEC-2 in the following
  article:

  A.J.Poggio and E.K.Miller, " Integral Equation Solutions of Three-
  dimensional Scattering Problems " in R.Mittra (ed.) Computer Techniques
  in Electromagnetics, Pergamon Press, 1970 (?), pp. 159-264.

  There is also a tutorial article by Ed. Miller in one of the 1988 Antennas
  and Propagation Transactions. (I don't remember the exact month).
