polymer coatings of long thin metalic rods as capacitors

I'm not used to folks changing subject lines as part of a reply unless the
thread is being changed. Sure, "same thing, different words", but I deal with
A LOT of email every day and I guess I just wasn't focused. The reflector mail
about "dielectric loading", which I parked for when I have the time to read it,
is of course the "missing" mail about the insulated elements subject.
