E-fields at Hz to 100s of Hz range

I was recently asked about calibrating short (VERY SHORT!)
dipoles for E-field measurements in the region of 1 Hz to 500 Hz.

I am comfortable in the 10s of KHz to GHz range but no experience
in the frequency region of interest. The dipoles are a few meters
long and will be flown from an aircraft once they have been
calibrated for their E-field response.

Can anyone point me in the right direction for information
from people, books, or papers that will provide some insight
into the issues for making real test measurements--rather than
just theoretical calculations?
