Yes, a lot of work has been done on EM propagation
through concrete, particularly from the point of view
of its radar characteristics for NDT (non-destructive
testing). See for example: K.Olp et al, J.Material Sci,
26, 1991, 2978-2984: "EM properties of mortars over a
broad frequency range ......"plus a useful list of references.
