   The self-inductance of straight conductors, both round wire and
   rectangular bar are given in Terman, Radio Engineer's Handbook,
   1943, but may be applicable at low frequencies only. I don't know
   what he means by *low* frequency but reading his section on
   inductance and mutual inductance pp 46-109 may yield a clue.

Kraus, 1950 gives the effective radius as 25 percent of the width,
providing the strip is thin. Jasik Antenna Handbook gives a relation for
cages. Of course, flat strip can be simulated by round wires in parallel.
I know of no specific rules, but the guidelines for wire grid models
should be adequate.W4MB
