When do you not need freq. clearance?

I know this in not related to NEC but it is close.

My group needs to run an RS03, radiated susceptibility, test on a large piece of
hardware. We were planing on building a screen room around it, to large to put
in out Shield room. My question is;

How much attenuation should a screen room provide sogetting a freq clearance is
not necessary? The field in side will be 60 V/M.

Please, if you have a mil or gov doc provide the Title and number.
