NEC-LIST: Modeling Steel Conductors?

Some antenna structures (e.g., towers, booms, guy wires) and/or nearby
structures are made of steel, which often is but sometimes is not
galvanized, plated, or otherwise covered with another ferrous or a
non-ferrous metal. Moreover, unprotected ordinary steel and
sufficiently old galvanized steel is rusty. How should/can such
conductors be modeled in NEC? IIRC, NEC-4 allows the user to specify
arbitrary conductivity, permittivity, and permeability for "wires".
