The only data I could find are :
Glass : diel. constant : 3.85 - 5.4 conductivity : 10E8 - 10E14
diel. const. decreases slightly from 1 MHz - 10 GHz
Cement : diel. const.: 3.48 ( 1 MHz ) to 2.35 ( 10 GHz )
no data on conductivity , but assuming high , similar to glass
P.S.: Question : have you been connected with C.Hafner, ETH Zurich,
concerning the multipol ( MMP )- method to calculate EM fields ?
