The technical manual for MININEC is _The New MININEC (Version 3): A
Mini-Numerical Electromagnetic Code_, by J.C. Logan and J.W. Rockway,
Naval Ocean Systems Center, San Diego, CA (NOSC Technical Document TD
938). It used to be available as NTIS document number ADA181682 from

          National Technical Information Service
          U.S. Department of Commerce
          5285 Port Royal Road
          Springfield, VA 22161
          (703) 487-4650

It's been quite a while, so I don't know if it's still available.
