Gov't documentation for MININEC for those still interested:

Systems Center, San Diego, CA, September 6, 1982.
The above document was approved for public release. Please keep in
mind that NOSC is now the Space and Naval Warfare Systems Command
Systems Center (SPAWAR Systems Center San Diego).
As Jim Logan pointed out in his post, there are newer, more advanced
versions of MININEC than that covered by the above document.
