NEC-4 can do this. With NEC-2 you can place the dipole 0.001 wavelength
above Norton-Sommerfield ground (must use thin wires to get this close
to GND). Set up the GND parameters to simulate your lossy dielectric
material.

I have a requirement to evaluate the performance of an antenna (dipole)

or even embedded within, a lossy dielectric material. I would like to be

able to model the impedance of the antenna, and the field strength and
pattern in the far field. I do not believe NEC will do this, at least

version 2 or 3. Will version 4 do this, or is there any other software
that
will do this without having to spend many thousands of dollars?
