I have a model of a turnstile CP antenna (2 dipoles over some reflector
elements) that might be a start. The Dorne-Margolin (now EDO) and the
Trivec-Avant units both have a series of directors, but the DM web page
(start with http://www.nycedo.com/edocorp/EDOAntennaProducts.htm )

has a datasheet for a similar looking one that you could probably scale off
to build a model. I don't know what the driven element really looks like
inside either of them, since they are some sort of blade antenna. Given
that both mfrs sell aircraft UHF comm antennas, it's probably some sort of
modified dipole to improve the bandwidth.. maybe just a wide blade, or a
fan? The spec says 240-400 MHz BW (1.5:1 VSWR). I wouldn't think that the
axial ratio requirement of 3dB is super challenging.
