  Dear NEC-LISTer, April 29, 1996

POTENTIALS is the student IEEE publication, published six times a year
with a total circulation of more than 50,000. Its purpose, among other
things, is to introduce student members of IEEE to personal and professional
issues relevant to their educations and future careers. The magazine is
similar in some respects to SPECTRUM (although we on the POTENTIALS editorial
staff like to think that its better!), in being professionally produced and
making effective use of color illustrations and graphics. Its regular
departments/features include personal-development and technical articles,
"looking back" discussion of historical events and developments important to
EEs, and "reading up" recommendations for sources of information in various
specialty areas. Among the new features that we are adding are regular book
reviews and "EE Education in ----', the latter intended to survey EE programs
in various parts of the world.

I am writing to invite any NECLISTer who might be interested in submitting an
article for POTENTIALS to contact me if you'd like further information.
In order to give you an idea of what's involved, the
attached author guidelines provide some suggestions for its prepartion.
I can
also send a copy of POTENTIALS if you'd like to examine a recent issue in
making a decision about contributing one to the magazine. We require
articles
six months in advance of anticipated publication, so that you can
estimate the
earliest your article might appear given your anticipated completion date of
the manuscript. If you definitely decide to contribute an article, which I
certainly hope that you will do, I'd appreciate your indicating your
understanding and agreement with this arrangement by signing
  and returning the form below.

Thank you very much for your consideration.

  Very truly yours,

  Edmund K. Miller, Associate Editor

                                  IEEE Potentials
                                 Author Guidelines

Potentials is a quarterly magazine published by The Institute of Electrical
and Electronics Engineers (IEEE), with a current circulation of
approximately 48,000 student and recent graduate members.

  To quote the Managing Editor:

"Potentials is a magazine dedicated to serving the needs of
up-and-coming (undergrad, grad, and entry-level) engineers.
Subjects of interest are explored through timely articles.
We hope to assist those climbing the ladder to success on a
              technical, professional and personal level."

  Article Preparation
  Hard Copy

  1. Manuscripts should be typed and double-spaced.

  2. The first page should indicate your name, address, phone number
and, if you have one, fax number.

  3. Please enclose five to six lines about yourself with your manuscript.

  4. Articles can deal with theory, practical applications, or new
  research.

  5. Technical articles (or any other kind) should not "talk down to"
nor "be over the heads" of the intended audience. They can be tutorial in
nature; however, equations usually should be kept to a minimum. The
articles in Scientific American are good examples of the right level.

  6. Clarity is very important for artwork submitted. Artwork can be
black and white glossies or kodachrome slides or even black ink on white
  laser paper.

  7. Graphs and diagrams should be clean with solid black type and lines
on white paper. Graphs and diagrams must reproduce well when reduced in
size. (Photo copies taken from books must include book title, publisher,
  page number and diagram label.)

  8. Based on the number of published pages and illustrations you plan,
locate the corresponding figure for the approximate number of words your
manuscript should be. Manuscripts considered too long will be shortened.

  Scheduled
Number of Number of planned illustrations
  Published 0 1 2 3 4 5 6
  Pages

  1 1100 900 X X X X X

  2 X 2000 1700 X X X X

  3 X 3100 2900 2600 2400 X X

  4 X X 4000 3700 3300 3000 2650

NOTE: Whenever an "X" appears that number of illustrations is
usually not appropriate for that number of pages.

  Submittal of Articles on Discs

  1. Follow hard copy preparations.

  2. All discs must be accompanied by a hard copy version of the manuscript.

  3. We can accept DOS text file (ASCII), Wordperfect 5.1 or Microsoft
Word (Mac compatible, 3.5 inch disc).

Submitted manuscripts are reviewed by student members, members, Potentials'
staff, expert reviewers and others as appropriate. Please send your
  manuscript to:
