Good day Mike,
The U.S. Navy did some experiments with HF spread spectrum which
was reported in an IEEE Trans. A-PS paper sometime in the late '70s or
'80s. Again, that stuff is in storage, so I can't help you further.
Anything else I say would be speculation.
