I believe that in the UK, DERA have some sort of capability (at least they
did some testing of SW broadcast
antennae)http://www.marine.gov.uk/signature_control.htm shows some
measurement ranges. They also have participated in measurements using
blimp borne instrumentation.

Would measurements on a scale model work?

NIST has a capability for all sorts of electromagnetic
measurements. Granted, the published services are more microwave oriented,
but a call to them is probably worthwhile.

A company like Antenna Products has high power HF antenna test capability
but it's not clear that they can measure a pattern (although, one could
theoretically do a nearfield measurement and transform it to the far field
pattern... unless you need to take into account siting effects like ground
conductivity, in which case the SRI RELEDOP might be the ticket.)
