Dear Dr. Sayre:
    You have hit the nail squarely on its head! The
"techno-legal-political" combination is something we can all learn from.
The tragedy of Maj. Armstrong is a significant example of the system not
working. I have long thought that if the parties had had patent
attorneys from the Mid-West, the whole thing could have been resolved in
a week. However, having once spent the entire night (forty years ago)
in the technical library at Green Bank reading all of Armstrong's
papers, I am of the conclusion that he did not really understand his own
invention. That lack of understanding may have been a contributing
factor.
    A specific example of wishful thinking, and something of direct
interest to the NEC group, is the case of Martin Katzin's Antenna System
disclosed in US patent 2,208,810.

    Katzin has a number of patents involving horn antennas that are
still referred to. However, I have found only one relevant reference to
2,208,810. Basically, Katzin drives a rhombic shaped antenna that has
tall middle supports and low end supports with two sources. One uses
conventional differential mode and the other uses common mode against
ground. It is contended, thereby, to be able separately to send/extract
horizontally and vertically polarized signals.
    It is an interesting exercise for the discerning student to model
the antenna and discover where the issues lie. Hint: use superposition.
    I hope to use this "invention" as a supplemental example of what one
could get away with in the "old" days.

small grant to work on this and time between semesters. Used most of the
