NEC-LIST: The Wheeler Cap

I notice that the Wheeler cap is suddenly back in the news. Before we
go and reinvent all the wheels there is quite a literature on it from
Wheeler's original paper of 1959 onwards with quite a burst of
activity in the '70s and the occasional one since then. I've listed
some that may be of interest below.
